Team 02:"Human Capital Formation to Support the Success of Entrepreneurial Projects within the Framework of Economic Diversification Policy"
Missions and Activities of the Research Team:
A. General Objectives
- Highlight core concepts relating to human capital, entrepreneurship, and economic diversification, while identifying their respective characteristics and determinants;
- Leverage successful international experiences, particularly in developing nations, regarding human capital development and corporate/entrepreneurial best practices; while identifying, analyzing, and assessing economic alternatives within economic diversification policies (agriculture, industry, tourism, traditional crafts, etc.), digitizing human capital along with entrepreneurial and institutional projects, and establishing marketing strategies for entrepreneurial outputs;
- Deconstruct and analyze the current state, future prospects, and determinants of the entrepreneurial climate in Algeria;
- Analyze, identify, and interpret the opportunities and challenges shaping the business and investment climate in Algeria within the context of the digital economy, globalization, and global competitiveness; while assessing local and international investment environments, and evaluating the efficacy of Algerian government policies in supporting entrepreneurial ventures;
- Prioritize youth-led micro-projects as an optimal vehicle for employment generation through innovative approaches, specifically by evaluating business incubators capable of advancing entrepreneurship as a sustainable, strategic post-oil alternative;
- Cultivate collaborative partnerships with the Entrepreneurship House (Dar El-Moucharafia
) at the University of May 8, 1945, Guelma, as well as with entrepreneurs, to enrich the scientific and research framework driving leadership, development, and success; - Ensure optimized management driven by qualified human resources within a global economy governed by leadership, competency, organizational culture, scientific and technological advancement, quality and speed of performance, and integrated digital and information networks;
- Enable established local entities (entrepreneurial ventures, small and medium-sized enterprises) to benefit from research findings and specialized training for their executives and workforce through labor contracts and partnerships with the proposed laboratory.
B. Scientific Foundations
- Conduct a comprehensive literature review of previous studies, references, and research addressing human capital, entrepreneurship, and economic diversification;
- Identify the scientific methodologies and theories that explain human capital development, economic diversification policies, and the digital economy;
- Define the core foundations, methodologies, pathways, and prerequisites for successful entrepreneurial projects;
- Develop research studies, symposia, workshops, and training seminars focusing on the current dynamics and future horizons of human capital, entrepreneurship, economic diversification, and the digital economy;
- Analyze the systemic challenges of financing enterprises and entrepreneurial projects at both national and international levels;
- Enhance the visibility and understanding of support, institutional backing, and business incubation bodies aimed at launching pioneering entrepreneurial ventures;
- Formulate scientific research projects (CNEPRU, AUF, CRDI, EU, PGS, PNR, etc.) and integrate them structurally with entrepreneurial initiatives, SMEs, and the university's
